I just got off the phone with CalTrans...
The 78 is scheduled to be open at 4:00 PM today, 3-23-07.

I left on Thursday, went 15 to the 215, to the 60, to the 10, to the 86. It took an extra hour and 1/2 tank of fuel. Glad I don't have to go that way every trip. Came home the 78 and over the improved bridge and the bridge worked great.
