I went out riding today at Heber Beach; its a local spot with small sand hills and lots of trails in Imperial Valley about 15 minutes from Buttercup.
My sons and I got out their early and had a good time riding however, I still have issues with my Banshee but everything else went well UNTIL the county sheriff came out. He gave me a heads up about this coming season.
This season they are going to write some serious amounts of tickets and they will check to insure all laws are followed.
They will check for
1 Registration sticker.
2 Registration paper work on the atv.
3 Sound check
4 Spark arrester
5 Kids under 16 a riding course (A Must) its not optional anymore but only if they ride by themselves. They can ride without the course if they ride with an adult.
The Deputy let me go on several infractions but told me they will be cracking down.
I guess this isnt to much to ask for to keep the dunes open? The offroad community is behind this to keep the dune from being closed by the tree huggers.

Thats what I said. He told me to make a copy and keep it on you or put it in a ziplock and find a place on the bike.

around here they used to give you stickers to show registration and what not that you could put anywhere on your bike. Made it easier than caring a bunch of paperwork around with you...

ATV manufacturers have a mandate that says you must have the users manual on the bike. Almost all ATVs have a spot to hold the manuals and stuff like that. Its usally under the seat.

Here in Az they give you a plate & tittle and thats all if the IDIOTS think Im going to carry my tittle or even a copy of it they're Effen crazy

thats why they should give you somethin to keep on you quad that has all that info so you dont have to carry that sheet with you :!: :?:

Well, I'm sure we will ALL sleep better knowing that all the ATV riders out in the middle of the desert have the proper paperwork rat-holed on their bikes! And for those scofflaws who don't, we'll have a bunch more tax money to give to the lazy welfare momma's who refuse to get a job.

I'm glad the sheriff's department doesn't have to worry about little things like rapes, murders, robbery's, kidnapping's..you know, all those pesky little things that hinder the real lawman from doing the important tasks: revenuing and making sure the paperwork is in order.

Yep..I bet this sheriff was really tired out from his vital, dangerous work. He probably took a well deserved 7 hour 45 minute break at the local donut shop after his exhausting experience. That paper gets pretty heavy you know, and he put his life on the line..ya never know when you might bleed to death with a paper cut huh?

im just curious... might be on another post but has anyone heard of a price increase for the season passes? my uncle is a police officer down there in El Centro and he cleamis they are talkin about it. suppose to shoot up to $180. im not sure.. please dont take this as a direct quote. its something heard thru the grape vine.

You need to realize he is the one ENFORCING the laws not making the laws. Write your congress and let them know how you feel. One letter does nothing but many get the attention needed.

Now if they had cited them you would be very pissed but he used officer descretion and verbally warned them. Why don't you complain abut that, The law was broke and should have been enforced right? When it goes your way it is cool but when it doesn't then all hell breaks out..I am for opening the desert and keeping the fees at $30 a season, but I hate the fact that all LEO's get crapped on for the action of a couple bad ones. Usually the biggest complainers are the MAJOR LAW BREAKERS.
If anyone feels they can do a better job then please sign up and show us how it is done please!!!

In all seriousness, leo's do have a tough job. But one has to question any of their judgement if they are out in the middle of the desert checking for the proper paperwork, especially when there are much more serious CRIMES (not infractions) occuring. I believe that is the point I was trying to make. Maybe it wasn't the particular deputy's choice to be put on "revenue generation patrol", but it was certainly the mindset of the agency. And until some competent, non-good ol boy network management is infused into the law enforcement world, they will continue to put more effort into revenue generation than policing REAL criminals.

I'm definitely not anti-law enforcement, but I'm 100% anti-stupidity. And I can say that writing tickets for such infractions while there is real crime occuring is 110% stupidity. (unless of course you're the lazy welfare mommy or a politician who needs a taxpayer funded vacation in hawaii)

Yep, it was here. I saw it on the news a few weeks back. Not 100% sure if it will apply to the ISDRA, but they said it will increase to $60.

Anyway, besides Gecko and the Flats, where else are the Sheriff in big #'s? laugh.gif

The city of El Centro is FLAT BROKE! they are out to make money this year. I do agree we need to keep the idiots out and not make it a circus attraction for local and far away idiots to come see cheap skanks and burn cars.... besides...if we keep them (idiots) out...we can have the cheap skanks to ourselves smile.gif the rangers have a tough job, 90% of them are active riders and dont want to see our land taken away. but you gotta remember...its not easy trying to keep the peace on T-day when its 200 rangers to 150,000 duners

I'm not very knowledgeable about Heber Beach (or Dunes as I've heard it called also), only been there once, but here is what I do know.

It is an Imperial County managed park.
There are more than just dunes there. There are baseball fields, picnic areas, and other stuff like that.
It is not in the middle of the desert, it is the middle of an agricultural area.
It not out in the middle of nowhere, it is right off a busy County road.
As a County park, ICSO has legal jurisdiction there.
If there are excessive problems that the County does not want, or have resources to deal with, they could close it.

Just a guess on my part, but I would bet that the people in Imperial Valley are happy that the County has made the effort to keep this area open.

If I was a regular there, I would take every opportunity I had to thank the SO for being there. It may make a difference in their opinion when the ICBoS ask them if Heber Beach Park should continue to be funded.

Who knows, he may even take a donut if you offer him one.

Of course, I may be wrong.

I live in Brawley and been there once and will probably never go back. There is so much dust there its pathetic. The dunes are small trees are everywhere, very easy to crash into others IMO. There were a few picnic benches around if i remember correctly. It might be cool for people who live in the Calexico/El Centro area, but being in Brawley, I'd rather make the same distance drive to G. Peace. :burn:

The majority of the guys that show up at Heber Beach are the usuals you will probably find getting and starting sh!t at Glamis.... Seldom will u see a helmet, or whip...Green Stickers?...what are those.... Its a big ass dust bowl.[/glow:29322a8f70]

I do agree the LEO have a tough job but I wanted to point out that 95% of riders out there are violating the law in oneway or another. The LEO need to work in the spirit of the law and common sence not just the letter of the law. What happen to me in Heber Dunes (Beach) goes to show that the Deputy showed common sence. I was pointing out what we need to expect in the coming seasons. I feel the offroad community need to come into compliance in order to keep the dunes open. We need to show them that we are more interested in policing ourselves and preserving the dunes.

I have NEVER heard of this law, and I've read ALOT of OHV laws.

Or was this another one of those... "Well, I COULD write you up for..." listing off 5 or 6 things in order to put the fear of god into you.

I'm sorry, but this kind of enforcement chaps my hide!
Kinda like the BLM threatening everyone with THOUSAND DOLLAR FINES if they don't pay Demo Fee (which has been suggested may go to over $180 a year), when they are only authorized to fine you $100 MAXIMUM for failing to purchase a pass.

It is illegal to ride/drive ANYTHING in the state of California (which requires registration) which does not have a spark arrestor or a muffler.

The fact they are asking for a copy of the registration has a legitimate background.

People have been ambushed and had their quads stolen. Not only at the Heber Dunes, but at Glamis. In fact, one day I was at the Heber dunes when I heard a bunch of guys parked next to me narrating how they stole a quad from a kid.

They get 3 or 4 guys on quads and ambush kids or adults that are riding alone, corner the person and take the quad away.

I bet none of you would expect that. And I bet you would not like your quad to be taken under any circumstances.

So to crack down on thieves, the sheriff department is requiring you show proof of ownership when asked. In fact, they have recovered lots of stolen quads.

The easy solution: Make a copy of the registration, put it in zip lock bag, and place it in the air box. It's that simple.

While I will doing exactly that, I have a dumb question. What good does that do if someone steals your bike/quad? They are going to have the registration too. So other than complying with a law that makes no sense, I can't see any benefit to this paperwork requirement.

I think originally, the green sticker was all you needed. Back then, leo's were able to use their radio, and call in the sticker number, and could get the reg info. But today, those on revenue generation patrol need to be more efficient, so they don't want to take the time to input it in their computer. It cuts down on their revenue intake. And there is a double bonus...the more you ask for, the greater chance the "criminal" doesn't have it, so there's a greater chance to get even more revenue out of the shake down.

But!! Provided you reported your quad stolen, the thief is using a stolen quad right?

The police department has a list of stolen off road vehicles.

They may not tell you that at the time they ask for your registration.
But they will eventually catch them.

I was asked for my registration once, not the pink slip. And I asked the officer how will he know it's really me listed on the registration?

We won't unless I ask you for ID. But if I asked you for registration, it means there is a quad very similar to yours reported stolen, and that's why I am checking.

Give the guys a break! They need to justify their existence. Every one needs a job!!
