From the BLM:

amnesty day

HELP PROMOTE YOUR SPORT. REGISTER YOUR OFF HIGHWAY VEHICLE.

Two off-highway vehicle (OHV) 'Green Sticker' amnesty days will be held in the Imperial Sand Dunes Recreation Area. During these days the CA DMV and the CHP will be available at Cahuilla Ranger Station to register OHVs. Vehicle identification numbers(VIN) will be installed on newly constructed vehicles only. All other vehicles must obtain VIN verifications from local CHP office.

Please remember, all OHVs in California are required by State law to be registered if parked, transported, or operated on public lands. BLM Rangers regularly cite all OHV operators that are riding or driving a non-registered vehicle, except on Amnesty Days.

Green Sticker fees support and promote off-highway vehicle recreation in California by providing:

* Legal places to ride
* Staff assistance and emergency services
* Recreation area maintenance
* Competition tracks
* OHV information to enthusiasts
* Acquisition of non-environmentally sensitive land to increase riding opportunities
* Protection of resources through responsible management
* Leadership in building a future for OHV recreation.

When: 9:00am - 2:00pm Saturday, November 22, 2003. Be sure to arrive early; the DMV and CHP will leave at 2:00pm, line or no line.

Where: Cahuilla Ranger Station in the Imperial Sand Dunes Recreation Area. (Near the intersection of Gecko Road and SR 78) 760-344-3919.

Bring: All paperwork, receipts, and the vehicle. Back fees and penalties due to the CA DMV will not be waived.

This would be a GREAT place for a protest!

* Legal places to ride FOR A PRICE! I must say these places seem to be dwindling and the prices to ride in them keep going up. Wonder where this money is going :?
* Staff assistance and emergency services FOR A PRICE. And when accidents happen the automaticlly turn and say that the OHVer is out of control. Maybe we should shut down all of the highways. Youknow that there are more deaths on the highway than there are in all transportation. Oh and shut down NASCAR too. RIP DALE!
* Recreation area maintenance WHAT A JOKE. Eve see the trash pile up around the cans in G. Maybe they should think about MAINTAINING those. How about another porta pottie or 2.
* Competition tracks ???? Tracks ??? Where? MOST of the tracks out in Cali are privately owned and the ones that were state run are being closed. BUDGET CUTS???? Wheres the money goin?
* OHV information to enthusiasts WHAT INFO? Where and when I can and cant ride??? Oh you have a red sticker!!! You can ride now.
* Acquisition of non-environmentally sensitive land to increase riding opportunities . ACQUISITION???? When was the last time anybody saw any land be AQUIRED for OHV use. Seems to me the take more away every year!!!
* Protection of resources through responsible management . WTF??? Not even gonna go here. This is a BOLD FACE LIE RIGHT HERE!!!
* Leadership in building a future for OHV recreation. WHAT FUTURE??? The only futer I see here is a place where accidents become more and more because the areas get smaller and it forces people to ride closer together.

Back fees and penalties due to the CA DMV will not be waived.

All it says is "Bring: All paperwork, receipts, and the vehicle." with no explanation.

You could try finding out from the DMV... who knows, you could get lucky and talk to someone who actually has the answers!
