How would i do this?
Has anyone ever done this to their stock covers, mine's painted black to, is there a way to polish it up?
Would i have to sand or bead blast all the paint off then polish or what?

If it's aluminum, sand or wire wheel the paint off then use any of the good aluminum polishes to make it shine. Don't wire wheel the letters. It's almost impossible to get all the paint out of there. Best to leave them alone.
If your case covers are magnesium, don't take off the paint. Magnesium loves to corrode if exposed to the elements.

I think the right cover is aluminum, but the left side is softer, like plastic substance or something like that, my manuel doesnt say what they are

a friend did it and he used fine grit paper and aircraft paint stripper looks really nice, but he has to keep it polished or else it looks like crap

Could i just bead or sand blast it? I can go to school and do it for free

No if you want it to look nice then don't sand blast it. Use a good paint stripper on it. Then get some wet and dry sand paper and some oil and start sanding it down to a shin using finer and finer paper as you go. After you have a nice shine use mother to get the finish you want.
Or take it to a metal polisher and they will do it for about 50 to 75 bucks...

i did it. i got it crystal blasted and then i rubbed it down with mothers. looks great
