I have fuel leaking in the red circle. There is also alot of sand in there. This is how it was setup when i bought it. I noticed fuel leaking last weekend. I took off the two screws for the cover and found the linkage for the throttle to controll both flaps. Why is there a hole in the center to allow sand and dirt in? See pic #2

your accellerator pump could be leaking. the hole is just a vent basicly and it will let fuel out if the accel pump leaks. sorta like the hole in a water pump that goes to the seal.

OK. Fuel wasnt pooring out but it was wet to the touch. Do i need a whole rebuild kit? Is this a easy task or should i take it to someone?

Actually what you have is a DCOE side draft. The area you circled has the throttle shaft return spring and a lever that actuates the accelerator pump rod. This area should be dry. The accel plunger that sees the fuel is under the carb cover. Could be the carb cover gasket is dryed out and not sealing. I doubt if it's coming thru the throttle shaft since manifold runs under vacuum. Maybe if you had a backfire??
As far as the cover plate I've seen some with the hole but most without so I would use a solid gasket
I'd start off with a carb gasket kit they are easy to install. The web has a number of good sites with cutaway drawings.
