Is the DMV the only place in phx that I can get a level "1" inspection done on a out of state trailer for registration?

Yes, but there's only one DMV that does it and it's located in the Pinetop/Lakeside area. You could make a weekend of it!

If it has a title, than any 3rd party dmv can do the inspection.

Third parties the way to go. They aren't nearly as motivated as the dmv when it comes to crawling around under vehicles. Make sure you go around 2 or 3 in the afternoon when the asphalt will cook your skin off. You will be in and out in no time.

My 24' box was out of state and had a title, but not current registratrion. I went down to DMV, they looked at it, did some paperwork and paid. I was in and out in about an hour on a Thursday morning. There wasn't any issue to the inspection. The next month I took my sandcar in the same trailer and it was the same way. They looked at the car, I showed them were the VIN was, (it was already done in Cali) and the did all the registraion. I think I was out of there in 30 min. for the sandcar. The guy that did the inspection though it was the coolest thing.
