So there are lots of threads on the topic of law enforcement crackdown in Glamis. Where are they going with this? While everything they are doing has been laws...on the books...but out of no where...BAM!...they decide to start enforcing them. People are having there toys impounded, tickets are being written like no tomorrow, people being stopped for general purpose. How much more of this are we to expect?

I suspected there would be some new enforement this season, but not to this extent. I took the time to ensure all our toys were registered (which they always are), make copies of the registrations and put in all our Camelbacks, Have the entire family take the ATV safety course and carry copies of our cards, carry our driver's licenses, replaced old whips, checked all our riding gear, quit drinking...even just a beer if riding. What am I missing?

Now I'm concerned that while my 2 TRX70's that I restored are registered and I have the titles, I can't remember for the life of me the VINs are on the bikes. If it's just the original Honda factory stickers, I'm screwed. I have them, but would need to find a way to refix them to the bikes. Could this be seen as maybe an "attempt" to deceive a LEO if stopped? Should I take these down to DMV and have them etched/VIN plate riveted to the frame?

I feel I am covered and legal to camp and ride in Glamis without fear of a ticket or impound. Do I approach a LEO and say..."I have a few questions and want to make sure I am covered. Can you assist me?" Am I making myself a soft target?

Since when has the slogan changed from "Protect and Serve" to "Cite and Harass"? I should be able to approach any LEO and ask for assistance without fear. This is absolute BS what is going on this season.

Is there anything that is being done? Any insight on this would be greatly appreciated.
Robbie
For the past 5 years or more the compliance of the laws by the area users has increased.
A huge percentage of the type of mayhem that caused the closure of competition hill has dissapated.

This season, the Law enforcement personal seem to have taken a different approach to enforcement. I have witnessed them pull over many individuals just to check on them. One person was pulled over right in front of me at Oldsmobile hill one night and when he asked why he was pulled over, the officer told him he had an insufficient whip mount. His whip was secured to his rollcage on his UTV with Duct tape. After showing his license and registration they checked his VIN number and let him go. As soon as the next vehicle drove past, it was pulled over.

It almost seems as though they are trying to increase their contact with the public in any way possible. I'm sure statistics are kept for these kinds of things. Any data gathered for this season would not be comparable with any prior season due to thier new and different tactics.

This new tactic is actually creating a tension between the recreation area users and the law enforcement officials that has not been present in quite a few years.

I don't see this heading in a good direction, eventually they'll push someones button just enough to cause a real bad incident.

I wonder if that is their intention?

Tra$h $ervice going away = Less $$$ Spent
Enforment of actual Laws = More $$$ Earned
On-Site Fee vs Offsite = More $$$ Earned

The days of just towing your toys and Family out to Glamis for simple fun are over.

Dot your I's and Cross your T's or pay the price.

Have you put any thought into what it exactly takes just to go to Glamis now?
So that you don't end up with a Ticket or Impounded vehicle?

I don't even want to type out that laundry list.

Don't even get me started.

Honestly,

Think of everything a family has to have in place, kept current, properly documented and readily available upon request while out and about in the desert.

Feel Free to add to the Laundry List:

* Supervising Adults and or Childs ATV Certification - On Hand.
* DOT Certified Helmet while operating an ATV - Properly Secured.
* Safety Whip on All Vehicles - Properly Secured / Displayed.

The original VIN was a sticker on the bike? No engraved in the frame?

What ever the case is, you may be better just talking to a LEO about it, rather than showing them the bike. Like you said, whats to stop him from just taking it on the spot.

Call the Ranger Station....760-344-3919 see if someone can set you straight.

I agree, it seems like enforcement is getting pretty strict, but we've been asking for it for a LONG time. Maybe someone sued someone over them not doing their job?

The OG Honda bikes had a decal with all the info embossed on it. Sux, I got stopped on my R one time and got all kinds of crap(frame's been powder coated) till I explained the dealio. He looked at the reg. card and matched the engine #'s... have a nice day. There's always a way.
socaldmax
I agree, there is some sort of ulterior motive going on behind this, because they aren't going after real crime, they are cherry picking the low hanging fruit. Sweeping through a peaceful camp for no reason other than to randomly check on stuff takes them away from patrolling other areas where there is higher crime and/or someone needs assistance.

Looking at the budget, one thing is clear. There is some major mismanagement going on for the price they are paying for what they are getting.

Almost $1M just to ICSO for pass sales/enforcement. Then payroll for rangers and ICSO is broken out into multiple line items, for holiday weekends, non holiday weekends, etc. This way it LOOKS like less, but if you add it all up, the vast majority of the money spent is now for LE personnel.

They cancelled Gilmore's contract to replace the closure stakes, cancelled trash collection, raised fees, etc.

It looks to me like the greater number of stops/contacts is to justify even more LE personnel, more hours, bigger budget. It's a self spiraling bureaucracy that is getting out of control. We get less service, greater harrassment and greater cost. Not because it's better for us, or better for Glamis, but because some bureacrat wants a bigger pay raise.

Here's part of why I think that the reg. stops are all BS. Are they carrying a list of stolen quads/bikes/buggies with them? Are they calling them in? How do they know if they've discovered a stolen vehicle if they don't check it against a list of stolen ones?
ken250r
I hate to say this but what is the number one state with the biggest shortage of funds? Komifornia,...they need the revenue and if you have money to play you have money to pay. They can't get it from a begger on the street. Don't worry Arizona is tied with Florida for the number 2 spot. Hence we are seeing speeding camera's and stop light camera's popping up everywhere. This state also needs the money. All I can see is be as legal as you can and leave some of the toyz at home til things calmn down if you can.
Shannoninaz
I live in Az and all my quads and the rhino are registered so I guess im ok there..but what im concerned about is I have two boys 13 and 15 who are damn good riders (better than alot of guys I know)..do they have to take this atv course? Im not sure of anywhere in Az to take it?
gils'ltr
wow this just sucks
what hurts?
I am starting to agree with the revenue collection theory.
I have also noticed a lot morc CHP officers on the hwy and more radar use as well.
Coincidence?
Hero
Notice all the hours on holiday weekends, I plan on trying to avoid those weekends.
I am curious is this problem as big as people are making it? Are we all targets, speed traps I can see, but driving from camp to camp just to harass with no probable cause?
socalnaughtyboy
I dont go on big holiday weekends. & I have been goin out where there is no one else around also no cops. Its quiet & enjoyable. By the way. If you follow the rules, they wont mess with you.

If your stuff is registered I wouldn't worry too much about it. Most of the time all they ask for is registration... They look at the green sticker to make sure the reg. matches the number on the sticker. I got stopped cuz my sticker was fallin off.

Don't think you're safe on an "off weekend" or a weekday.

I've never had more "random" visits from LEOs as I did one weekday last season. I was at the very back of Wash 11, no other camp for a few hundred yards. Had BLM and Sheriffs cruisin' through our camp ALL day!

Think there goal is to ticket, impound or generally harrass every single duner out there at least once this season............The question will be who will be next ????

And maybe they got this great idea from US........ I can't remember how many thread I have read where people were saying enforce the rule that are on the books. Well guess what you asked for it and you got it.

Just wait till they take the BLM Funco out into the dunes and set up a speed trap out there. a well placed tent and were all getting tickets, 15mph around camps remember.

On the green sticker thing,

Is the sticker required to be on the paint of a rail or can it be attached to a billet sticker holder?

I had an 85 250r and it had both the sticker type vin as well as a stamped on the frame vin.Just might have to search around.I know powdercoats can cover up the VIN.I recently bought a cr500 and went i went to look at vin it was barely visible but couldnt make out the numbers exactly i decided to chip away and sand carefully and wa sable to read them now and left it that way to avoid a big hassle if stopped.

and another thing...I have copies of each registration with a copy of my drivers license right below it, all on one page. I have a page for each bike.

Wonder if this is ok? COPY of reg and COPY of DL...I'd rather not drive around the dunes with originals. One LEO said this was sufficient...wonder what the rest will say? they could follow me back to camp if they had to see originals

the few times i have been a dumbarse and got a ticket from the loes, i didnt have any paperwork on me, i had the current green sticker on the bike but no paper registration or my drivers lic. i told them my dl number and my address etc and they ran it, gave me the ticket i deserved and sent me on my way.

im actually surprised they dont have the checkpoints at the canal anymore, guess too many people have their crap in enclosed trailers.

wow, sounds like its getting goofy with the leo's..but then again, people get their (_|_) kicked at vendors row for no apparent reason???? Where are these stops being done mostly? Olds, the drags, vendors row? Basically, the hang out joints, or are they stopping folks in the dunes? I am seriously asking.....cause I dont like to be stopped either.....but, it is what it is...maybe on a light side it will turn the place around...i remember when palm springs was the college easter week hang out..until the riots happened a few years in a row..then there was a cop on every street corner. And you would get a ticket for spitting, stepping off the curb before the walk sign lit up...man..it was bad..
2 years later there was no more college kids going there....
Palm springs is a nice place on easter..and very few cops .....now a days.......

Just gotta schedule a VIN check with the CHP, but try the DMV first. They have a form for you to take to the CHP. I went through the same process after trading a friend engines. Took about 30 minutes at the CHP.

On a side note, make sure your vehicle is up to par, the CHP tried to cite me for , tinted front windows. They were rolled down 2 blocks before I pulled in. But he was checking out my truck while I waited, lookig for something. "Oh yah, and wheres your front license plate?"
SANDPSYCHO
Mac,

If your that worried about it and it sounds like you should be with the way things seem to be out there this season, take all your paper work and go to DMV and have a new vin assigned to them. I think if you try and reapply those old vin stickers it’s going to look like you did and give you more grief then going to DMV twice and CHP once.
wanttodune
are they just impounding harassing California residents? For arizona, at least in the past, it was not a requirement to have a VIN.
L&L Corvairs
Hmmm….interesting. Will keep my eyes open. Have been out twice this year. Haven’t had an LEO in our camp (Wash 4) yet. Have seen ONE person pulled over and cuffed. Early to mid twenties guy, tatted up, bald head, lifted truck on Wash Road……

Otherwise, haven’t seen any LEO out past Olds. I don’t stop at Olds or the drags, so I guess I miss all the fun.

I hate to say it guys, but all you are bitching about is having to follow the rules. Properly register your stuff, have your whips mounted, wear you helmets, train and watch your kids. Who can claim they have gotten a bogus, underserved ticket?

I know there is a large group here who have and enjoy riding your 70’s. But quiet frankly, NOTHING draws the eye more then a 40 yr old on a bike that is too small for them. I’m not sayin don’t ride, I’m sayin’ that just like the dude in the truck above, you stand out. <shrug>

What happened to probable cause? And pulling someone over for an actual crime?
What is happening is like pulling anybody over , anytime on any street or knocking on your door just to check registration? WTF?

What statute/penal code is it that lets them make random contact and detainment?
