I believe mounting the lights higher is advantageous because the light can make its way deeper into ruts and depressions in the sand/terrain. Bumper mounted lights will only project so low.
I've had them on the roof and they do work good ,but no compairison to the set up I have now.the glare sucks when they are up high. Also the weight is better down low. I know what your saing about the lights on the bumper when its low but when I'm on the gas and the sag is pulled out of the front end my lights are over 4' off the ground.

That sucker is still loaded in the trailer. I know crip took a bunch of pics. I have been working on putting more lights on my bumper.
