The BLM has just released the Environmental Assessment required for construction of a new Wash Road. You can view this document at: http://www.blm.gov/pgdata/etc/medialib/blm...t/EA2009_64.pdf

This document shows an intent to build a access road to Wash 25

The ASA has not analyzed this document yet, but we will very soon. This has just been released!

I wanted to get the report circulated and get some feedback to the ASA.

Good info.... Sounds like a good plan.

Who copies and pastes... err I mean writes this stuff?

Wild and Scenic Rivers

There are no waterways designated under federal Wild and Scenic Rivers Act 1968 as wild and scenic near any of the proposed construction sites of vault toilets. Therefore, this element will not be discussed further.

The other question I have is their "estimated time line for construction" April to May... Does this mean that there will not be a wash road for next season (2009 - 2010)? Are they bound to the construction timeline?

QUOTE
Federally threatened Pierson’s Milkvetch (Astragulus magdalenae var. peirsonii) inhabits much of the Imperial Sand Dunes. None were located within the project area presumably due to the high level of existing human impact, the lack of active dune habitat and the season in which the work is proposed to take place (April/May). The BLM has determined that this project (Alternative A, B, C or D) will not affect this species. BLM initiated informal consultation with the United States Fish and Wildlife Service on April 10, 2009. BLM asserted that the project may affect, but is not likely to adversely affect desert tortoise and that the project will not affect Peirson’s Milkvetch.

We heard informally, they hope to have this done in time for next season. It's not a lock yet, but they are definitely working the issue.

As to all the seemingly "obvious" stuff in those documents. These documents are driven by various laws enacted over time. Often these laws require that they consider the circumstances in ALL projects, even if it's painfully obvious that they don't apply. If you remember that it's the government, then it doesn't have to make sense, it then becomes as clear as mud. (written like a true bureaucrat..icon_wink.gif )

This is great news! I hate to be a wet blanket here but I can’t help but wonder how long is will be before the CBD files a law suit to stop this. coocoo.gif

There are 4 alternatives- Grade to wash 10, 18, 25 or do nothing.

Battle not over but its moving down the road. If they can at least get to 18 that would open up a large section.
rivermobster
even if it just gets over the dune at wash 6/7, that would be a huge improvement for sure.

anyone know where the funds will come from?? they seem to be a bit short these days...

NO.

Option A is the ONLY option we should even remotely consider as acceptable.

Every inch alongside that piss-poor fence should have a new Washroad alongside it.

Eff UPPR.

I'll let the BLM make nice little Options like B, C, and even D simply becuase there is a "Proceess" to the madness.

Maybe I missed it....

But I didn't see any mitigation measures for 'displaced recreationalists' if alternative B-C or D are chosen?

Shouldn't 27% of the recreationalists be offered an area equal to 27% the size of the ISDRA to recreate in?
Coobie
didn't we find some private money???????????????

I know I heard something about sponsorship of the road a while back

If they need money for this I am sure the duning community Can and Would raise this faster than they can. I would rather We the Dunners that use the road would rather kick in raise the cash our own way vrs. them raising the fees to pay for it.

Funding for this is included in the new Budget. That's one of the reasons for the increase in fees they're looking to get (one of the few legitimate requests)

But they're also looking at using as much volunteer labor as possible while still meeting the requirements they have to meet on how it's constructed.

And as Vicki hinted there's always the hope of another hail-mary from congress thanks to Filner or Hunter like they've managed to pull off in the past for other funding issues (species studies) in the dunes.
