Yes and Yes

Look at the agenda and see that time is allocated for public comment and questions after each agenda item.

Public comments limited to three minutes per individual per agenda item
Public may bring up items not on agenda at 9 a.m., including requests for DAC to consider adding a particular item to a future agenda
Public comment will be allowed before the DAC takes action on an item (noted on agenda in bold)
