Well I bought a 1981 ATC70 in great shape a few months back and I'm just getting around to registering it...or so I thought.

The person I bought the ATC from did not have a pink slip so he issued me a "Bill of Sale" at time of purchase. I thought nothing of it cause I met the guy at his house and figured if the ATC was stolen he wouldn't be dumb enough to sell stolen goods out of his house.

The good news is I went to the DMV on Monday and the ATC is NOT stolen. However the guy that sold it to me is not the registered owner, which means the "Bill of Sale" he gave me can not be used to register it or change the title into my name.

I asked the DMV attendant if they could give me some info (name or contact info) about the registered owner and was told they are restricted from releasing that information.

I when by the guy's house who sold me the ATC and turns out he moved out a few weeks back and new tenant didn't have any contact info about the seller.

DOES ANYONE KNOW HOW I CAN GET THIS THING REGISTERED OR GET SOME INFO ABOUT THE OWNER?
I HAVE THE ATC's PLATE #52B80T AND VIN#TB0300BC606786

Thanks in advance for any help

I ran into this situation also and was told by and given paper work from DMV to send a certified letter to the address you purchased it form when it comes back to you not signed for by the current occupant. Bring the letter unopened with the DMV paper work inside back to the DMV they will open the letter and process the title change. The used the terms reasonable circumstances for tracking down the original owner. I have not completed all this but i have all the paper work to do so.

A friend of mine also went into the DMV said he got it at a yard sale and they hooked it up and processed it. AZUSA DMV he has done this on numerous occasion with success, i was not so lucky and got the above answers and paper work.

DMV also has a form, that says, you can not locate the legal owner.. Sign it, all is golden..
