AGREEMENT REACHED ON CHANGES TO OFF-ROAD DIESEL EMISSIONS RULE


The Associated General Contractors of America (AGC) and the staff of the California Air Resources Board (CARB) have reached an agreement on proposed changes to the state’s off-road diesel emissions rule designed to give the local construction industry time to recover from the recession while protecting air quality.

Over the past several months, AGC’s Diesel Emissions Steering Committee, led by Thomas L. Brown of Sierra Pacific West, Inc., and AGC of America’s general counsel Mike Kennedy, along with other AGC-member firms, worked hard to communicate to CARB that its staff had over-estimated diesel emissions from off-road equipment.

The proposed changes, which will need approval from the CARB Board in December, provides needed relief for the struggling construction industry, and still lowers emissions below the levels that the Board originally sought to achieve.

The changes call for CARB to delay its emissions standards for off-road diesel equipment until 2014, to ease the annual burden employers have to bear, and to give contractors greater flexibility in determining how to comply. CARB also will give contractors credit for the efforts they have already made to reduce emissions and reward contractors for voluntarily reducing emissions before 2014. However, the proposed changes would also extend the rule further into the future.

AGC appreciates the hard work put in by the Steering Committee and the hundreds of contractors who participated in this process for the past several years. We also recognize the amount of time it took for state regulators to study and confirm the industry’s estimates. We look forward to a continued a dialogue as the regulation is crafted.

Wonder what the "credit" is? My bro's company spent MAJOR bucks retrofitting their water trucks with all smog compliant stuff.. Now he's in the hole bad and the other hack companies with their 73 international POS's gets to work another 4 years......????
