I would be interested in knowing exactly what the extra $450K from last year is going to be spent on? And is that funding also available for this year, and if so, what is that earmarked for? How come pass prices weren't reduced to reflect such a significant increase in funding?

Especially since the pass prices were raised using a formula of something like 40% compliance and by the BLM's own account the compliance was between 75-90%.

Id like to know what their plans for enforcing sound and spark arrestors will be this season..
Will they:
try and educate dune users that this law is state wide?
be writing tickets or warnings?
be stopping every ATV that sounds over the limit?
only stop people when it's convenient for them?
only be pushing this law hard on slow weekends?
be ticketing bone stock OHV's that are known to not pass these limits?
be targeting the know drag racing area's (Olds included)
How much does a sound ticket cost and where does the money from them go?
Does this law still only still apply to ATV and Dirtbikes?
I'd also like to see a copy of the specific procedure they use for testing for excessive sound.
Has there been any training on how to do this procedure? If so who has this training? BLM, Sheriff, extra hired officers that are brought in on the big weekends?
Are you allowed to ride your ATV from the scene after receiving a sound ticket?
Which specific model of sound meter will they be using and how often is it calibrated (if any).
Which specific tool will they use (besides a coat hanger) to test for spark arrestors?
Does a spark arrestor have to be properly marked or certified with a forestry approval?
How far from the end of the tail pipe is the screen supposed to be to be considered a spark arrestor?
I know the answers to some of these questions but want to hear if I am correct or not.

Beachead, This will most likely be covered in the budget review during the meeting. Here is some info for you now if you want to look at a file that will provide details for at least parts of you questions
The BLM has been using an Excel file for accounting and it can be found in the Documents Section at www.isdratrt.org with the file name FY04 tracking 081304.

I would like something done about the deep circle tracks in the camp areas. It seems like more and more people are getting injured because of these "death tracks".
I would like this topic to be brought up every meeting!
I would volunteer my own time to run the tractor to cover the worst tracks. I just need someone to volunteer the tractor.

at 15 mph near the camps, they shouldn't be a huge problem.

While I agree about the tracks and the 15 mph they still exist and are still a hazard. Maybe educating ??? I realize the little ones need a place to ride but what about the little ones who hit those ???
My biggest pet peeve is litterbugs followed by non compliance of the permit system. Zero tolerance is zero tolerance period, if you are caught littering or no permit in possesion you should be fined the max the law will allow period. Im tired of seeing peeps with 100k in truck,trailers,toys skirting the $90.

I understand that the law is statewide (Mike) but where is the rational for enforcing it out at the dunes?? There is nobody and I mean nobody for miles Except people that go there volutarily TO. MAKE. NOISE... I feel that the logic behind the limit was for urban areas, ie.. tracks and trails where there are People living. .
I know all of you agree so thats just me venting..?

The "circle tracks" have been requested to be added to the agenda.
"Detailed" answers to all of the questions that were asked concerning Sound Testing may not be possible during the TRT meeting. However, all of the questions brought up on this TRT forum and on the TRT forum on the ASA BBS have been sent to the BLM (they went out this AM). We do hope to have answers, or at a minimum, places to direct people to get answers.
This is going to be a very busy meeting. We have a lot of stuff to cover.
