| October 30, 2004 Lynn Scarlett, Assistant Secretary Department of Policy, Management and Budget U.S. Department of the Interior 1849 C. Street NW Mail Station 5100 Washington, DC 20240 Dear Secretary Scarlett; The 9 members of the Imperial Sand Dunes Recreation Area, Technical Review Team, express our deepest gratitude to you for the special appropriation of $450,000 to supplement the budget at the El Centro Field office. We’re pleased that you responded positively to our January 27, 2004 letter to Secretary Norton. That letter indicated the cost of Biological Monitoring should not be funded from the Fee Demo money collected at the Imperial Sand Dunes recreation area. At the time of the special appropriation, you stated you would seek an additional $4,000,000 per year to fund the Biological Monitoring at the ISDRA. Since this is a critical issue to the BLM field office and to the visitors of the ISDRA, we sincerely hope that you give your offer the highest of considerations. In closing, it has been a pleasure working with you and we hope to have a continued friendship and exemplary working relationship. Sincerely, ____________________________ Jerry Seaver, Chairman ____________________________ Lawrence E. Jowdy, Vice Chairman |
