The OHMVR commission just voted (4-3) to NOT approve the operating grants for the ISDRA.

This is one of the big reasons we need to be there on Saturday, so this does not happen again. The money in that fund should be used to enhance our OHV opportunities and part of that is funding the operations and maintenance of the land we play on. DUNERS will be working closely with the BLM to hone the grant request that will be submitted in March. Originally that's why I was going to attend Saturday's workshop. Unfortunately, with green intervention it's become a more important meeting.

A gauntlet has been thrown.

By the way, some money has gone to the ISDRA this year... in December the OHMVR approved the law enforcement funds and also approved monies for the Imperial County Sheriff.

An interesting side note is, conservation issues are included in the operations and maintenance grant. If there's no money for dumpsters and rangers, there's no money for monitoring of species.

I smell a setup.

that's an insightful observation. How can you make it work for all of us??

If duners are truly concerned with their impacts on the ecology of the dunes, they will fund a monitoring project, be it ever so humble. I suggest that you consult with PEER and CBD as to the methodology to be used.

Good luck and God speed. Seriously, I believe there are a number of duners who are responsible for their actions. These could be the same groups that conduct the cleanups and monitor the closures.

the ball is in your court.

Blu, if we fund the species monitoring, do you think
CBD & PEER will fund the balance of the O&M needs?

No, but if the species monitoring supports your assertion that OHV impacts are not threatening the wildlife at ISDRA, then CBD and PEER will get off your back and devote their limited funding to protecting other areas.

the issues of trash collection, bathrooms and law enforcement might be brought to the Imperial County BOS.

Trolls are utterly impervious to criticism (constructive or otherwise). You cannot negotiate with them; you cannot cause them to feel shame or compassion; you cannot reason with them. They cannot be made to feel remorse. For some reason, trolls do not feel they are bound by the rules of courtesy or social responsibility.

Perhaps this sounds inconceivable. You may think, "Surely there is something I can write that will change them." But a true troll can not be changed by mere words.

When you try to reason with a troll, he wins. When you insult a troll, he wins. When you scream at a troll, he wins. The only thing that trolls can't handle is being ignored.

Funding rejected for Southern California off-road dunes site
Associated Press

SACRAMENTO - A state commission on Thursday rejected $1.1 million for operating far southeastern California's Imperial Sand Dunes Recreation Area, which draws 200,000 or more often rowdy off-road enthusiasts and party-seekers on holiday weekends.

Denial of the funds "will have a significant impact" on the dunes and the more than 3 million people who visit there annually, said the federal Bureau of Land Management, which oversees the site. The money was to be used for visitor services including sanitation, trash removal and environmental monitoring.

The BLM said it may have to raise fees, cut services, or divert money from other desert recreation areas.

Thursday's decision was criticized by off-road advocates but praised by environmental groups that say the Algodones area's popularity threatens the desert habitat.

The decision comes a month after the same state panel approved the entire $292,000 law enforcement budget the BLM sought for the site. The BLM has increased patrols and citations over recent holidays for frequent violations involving public nudity, riding in open truckbeds and organized parties.

Over Thanksgiving 2001, activities culminated in a fatal shooting, several stabbings and more than 150 injuries, though a slightly smaller crowd was relatively more subdued last year.

"It looks like public services are going to suffer and recreation is going to be impacted by this," said Don Amador, western representative of the Blue Ribbon Coalition, an off-road group. "It doesn't bode well for management of our public lands for off-road recreation."

Under the Bush administration, however, the BLM is expected to release this spring or summer new rules opening 49,000 previously closed acres of the desert to a number of off-roaders with permits. The new land management plan includes no provision limiting the overall number of visitors to the dunes.

Motorists can now freely roam 68,000 acres, or 106 square miles.

Daniel R. Patterson, desert ecologist with the Center for Biological Diversity in Idyllwild, said a new environmental majority on the Off-Highway Motorized Vehicle Commission was concerned about the plan. The BLM's request was rejected on a 4-3 vote.

The same panel last fall rejected a U.S. Forest Service request for $400,000 for winter recreation programs in the Lake Tahoe Basin and along California 88 both east and west of the Kirkwood ski resort and Carson Pass.

YA, RIGHT!!! LETS CALL THE CBD AND ASK THEM FOR HELP IN KEEPING THE DUNES OPEN!!!

Once again, it's not the species they care about, it's the control they can have over "OUR" land that is important to them!

CA OHV "Green Sticker" fund held hostage.

Dear Honorable (your elected officials)

My family and I are legal owners of Off Highway Vehicles in California. Recently the appointed members of the California Off-Highway Vehicle Recreation Commission (CHMVR) voted 4 to 3 to deny the grant request from the El Centro Bureau of Land Management (BLM) in their needs for the coming year at the Imperial Sand Dunes Recreational Area.(ISDRA) This OHV recreation area is the most visited in the state and possible the country. This grant has been issued for the past 15 years to the BLM in their management of the dunes.

This California OHV program was started in 1971. Started by 2 legislators, one an OHV user and one an environmentalist. This program has supported legal OHV use in all forms within our state and has been used as an example for the rest of the country. The current make up of the commissioners are now threatening the existence of this program.

Commissioner Paul Spitler is an environmentalist on a mission. He helped write the "Off-Road to Ruin" report claiming untold damage caused by OHV use. This report is full of false statements and exaggerations that the CA BLM Desert Advisory Commission (DAC) reviewed the claims at a public meeting and disputed them. At this meeting Mr. Spitler on public record reveiled that the day before this meeting was his first OHV experience ever. How can someone with his extreme views on OHV recreation sit on a commission that represents taxpayers that support a program to enhance their experience and safety while using OHVs?

Commissioner John Brissenden voted against winter recreation operations and maintenance grants for the Humboldt-Toiyabe and Eldorado National Forests, where Mr. Brissenden does business as Sorenson?s Resort and Hope Valley Resort. Mr. Brissenden was the only OHMVR Commissioner to vote against every National Forest Winter Recreation Operations and Maintenance grant. He does not like OHV use anywhere. How can someone with his extreme views on OHV recreation sit on a commission that represents taxpayers that support a program to enhance their experience and safety while using OHVs?

I ask that you look into this matter for the 3.5 million recreationists in California that pay this fee to support a program to continue our family values and tradition. But extreme views in any public office is not representative of the voters they serve.

Thank You,

The ........ Family
