Apply force to the nut at the same time you are turning it.
Use a prying bar or a screw driver to apply the force.
If this doesn't cut it, use a dremel and cut the nut in half.
The easiest way if you have the tools is to weld the nut to the stud. THen remove the nut and the stud. For this you will have to replace the stud too.
Good Luck!!

You can drill into the side of the nut with progressivly bigger bits. That will eventually get it off. Looks like it will be the only way to cut it off. No real way to get even a cutoff wheel in there.
I have had good luck with taking a chisel and chiselling the nut towards the way it would come off. The chisel bites into the nut and the sharp hit of the hammer acts like an impact gun and breaks it loose. Try heating both the stud and nut with a torch before you try this though.

There is a small tool that is called a nut splitter...OUCH!!!
It will cut the nut in half.....OUCH !!!!
I use it all the time, but I don't know where to get it....usually borrow it from my old man. He works in the Long Beach Harbor on the cranes and as to deal with bolts that are rusted from the salty air all the time.
