2) What is the application process? Is there an application? Attend a meeting and get nominated? Submit your resume?

The BLM is really the only ones who will have the answers to these questions. Currently, the members of the TRT serve at the wishes of the ECFO (El Centro Field Office) Manager. As it stood when Greg Thompson left last year he decided to leave the TRT members as they were, and not replace any members during the transition from interium managers to an assigned manager.
The new ECFO Manager Vicki Woods has only been on the job for a couple of months now. It will up to Vicki to decide the next steps to take. I would imagine that a decision will be made sometime this season, but again, that is up to the BLM. The process to select members could change completely or stay the same.
