Drive Belt doesn't spin.....is there any adjustments for the drive belt?

Gas, Yep.
Assuming you have a stock gas motor, the four mounting bolts that bolt the motor to the plate. Loosen them, then move the motor forward, there is a tool that club car makes to properly adjust the motor & transmission spacing. I have the tool if you live local, or they are a couple bucks here.
