plastic prep just realy cleans off any mold relase that might be on the plastic. you could use a bonding clear ( adheasion promoter) under the primer but I don't. now I have just plastic preped then sand with a grey scotch pad, then adheasion promoter, then paint with a dark color,but the green on a rhino is VERY hard to cover with anything but black ,so I like the first suggestion. and I would'nt do grafixs without preping the first way. I hear the some painters get away with it but I have shitty luck so it has never worked for me. after you paint your first job you will know why we painters charge so much

I have painted a few times and you are very right, I realized very quickly why paint jobs cost what they do. I have painted Three dune buggies and a quad, and each time I think I have it wired, some other curve-ball is thrown at me. It seams to me that you learn something new each time.
Here is a picture of my first paint job.

The biggest thing I learned on this one is make sure the panel is not upside down when shading the flames

That lesson took a bit of work to fix.
