At long last, the Fish & Wildlife Service has issued their opinion on the Glamis management plan.
I've only taken a quick look, but so far it's obvious there is still an emphasis on the PMV. Since this comes from the same office that will ultimately deal with the possible PMV de-listing, this doesn't look good.
They gave a no jeopardy opinion on the tortoise (meaning following the preferred alternative of the RAMP would not likely change the desert tortoise population) and yet they want the BLM to increase public awareness, presumably just in case. Ah, another way to spend OHMVR money.
They also rendered a no jeopardy opinion on the PMV, but it looks like that is only if BLM institutes a rigid adaptive management plan for the PMV. Again, since this is the same office who is supposed to be evaluating whether the PMV deserves to remain on the endangered species list, I take this as a bad sign.

I don't think there will be many surprises, since many here have already talked about the large closure being turned into a permit-only area (that would be part of the adaptive management plan).
