Full Version: How Will The New Carb Rules Effect Used Rails?

By now most of you should know or have read that mandatory CARB rules for all offroad vehicles is in the works and will surely take effect very soon.{IE..Smog equipment} From what I understand these rules where supposed to be in force from 2003. My question to those in the know{GLAM MOM,Grant} is what talk if any is there about the thousands of sandails already built by manufacturers or the do it yourself guy.
Will they be Grandfathered in or will the rails still be required to meet CARB standards. This is a major decision that could seriously effect everyone with a sandrail,quad,Rhino ect. ect. Any info would be greatly appreciated.

I asked Grant that same question at the SSSS, he told me it does not effect existing cars, only new cars after Jan 1, 2007. I hope thats true and I guess Grant may come on and give more detail.

Good question, especially for those that plan to build one at home. I assume the laws will be black and white as far as what you need to be legal.

From what I understand it only affects newer cars built by manufacturers. As we are trying to work on an exemption as well.

There are many issues and when we think we have a handle on it and understand them-- well then they change them on us.

Another CARB meeting is Sept. 28th in Sacramento we plan on being there to see where we all stand now.

WE will address many things there and try to get them to understand again that we are a small industry - these are like race cars - not everyday street cars and should fall into a race sanctioned catagory ie: Nascar ect. They are limited use vehicles.

More to come. What we need is the whole industry getting involved with ORBA who is our best representation at this point.

also there are more circle track cars out there driving around any given weekend than there are sandrails. I can think of 5 local race tracks on the top of my head that run a couple hundred cars every day of the weekend at each track.

Sept. 28th CARB meeting in Sacromento does not have us on the agenda.

So many of us involved now don't have to make the trip to Sacto. this week. smile.gif

A certain committee made up of a couple rail manufacturers, ORBA, China importers, motor guys and magazn. folk - will be having a conference call to discuss our issues and of new developments.

Since the laws were passed yrs. back and there was no outreach to our industry.. and before they make us all comply, we are trying to work on reasonable solutions and time frames into getting our industry able to comply with CARB.

Maybe......but I don't think so. I have a catalytic converter that looks very nice. We will be testing soon.

It's either a Catalytic Converter on your buggy or one strapped to your back with a hose attached to your mouth.
It's only the air we breathe, if it makes sense to protect it, then maybe it makes sense to have them on our buggies?
Is that something you can just buy a corvette replacement and have them fabbed to your exhaust?
Our do you need to have a system with a o2 sensor, preheated cats, and Air Pumps?

Hopefully they are not talking OBD II compliance because that would be expensive to accomplish. bugsy2.gif

I might be wrong but the way I read these rules is they only apply to the manufacturers and the engines that they use.Basically that means there would be no more custom motors installed by a manufacturer in a turnkey car. The manufacturer would have to get CARB approval each class of motor they use. This should have nothing to do with the private builder.

I'm wondering how these "New rules" could apply to older 1960's-70's VW engine based cars like mine (even though she was just rebuilt all new last week).

I contacted TurnKey and let them know I have a Stainless Steel Catalytic Converter that is High Flow. They were tested on an LS2 Engine each CAT flowed at 572 cfm each, the Body is stainless steel but most importantly is that the core is stainless steel so it won't be damaged like a ceramic core when used with Leaded race fuel, NO PROBLEM. The Cat's measure 3" id and are 10" in length on the DYNO they only caused a loss of 1 to 2 hp, not much loss and yet with no other modification other than installing these high flow Cat's the Buggy Manufacture and the Engine Manufacture will be conmpliant with the Federal EPA Standards as well the CARB Standards for the Dunebuggy Class of Off Highway vehicles. The Cost will be about $450.00 est per pair retail. As far as meeting the supply demand My manufacturer has assured me that they have no problem supplying me with 2000 plus pair for 2006.

Also note that in the future when EPA and CARB Standards become even tougher the engine will run even cleaner if you use a "Sequential Fire ECM" like the Delphi MEFI 5 ECU vs the current use of the Delphi MEFI 4B which is a "Batch Fire System" combined with the use of a Wide Band 02 sensor in the exhaust while useing the High Flow Cat this will lower the CO emissions even further than the Catalytic Converter alone.

Any engine or off highway manufacture can pm for further info. Next week I will be talking to major header manufactures to produce a complete Buggy Header System with the Cat installed. peace.gif

bugsy2.gif with an open air vehicle like a Buggy I don't see a problem but depending on engine compartment clearance it would need to be tested due to the higher heat a cat produces, but to answer the question it would have no problem being attached to any exhaust it is either welded inline just past the collector or exhaust manifold or it can be flanged and bolted in. In tight engine compartments the use of heat shields

CARB is the California Air Resources Board. -- California.

They are trying for tougher restrictions in California. We are working or trying to have them recognize us in the FEDERAL Restrictions catagory for now.

Arnold wants cleaner air... he has a bill going through which will hire 100 more enforcement people to help CARB/EPA to regulate our state.
I am still figuring this one out as to how I feel. ? (politely)

So California... will have tougher OHV air restrictions - which we know are already in the works. The importers of OHV's have been trying to get thier stuff to comply to get thier stuff off the boats. A few have had cease and desist orders applied to them.

It will not take long though.. until other states will follow our example and adopt this plan.

So down the line and with time, it will likely be followed throughout the states. The world is changing we are just trying to adapt and find our way through it.

What would be perfect... would be cleaner, affordable, motors with enough horsepower to please us all. smile.gif

I read somewhere once that the automobile industry pays 97% of the fees for clean air and the total emmisions from automobiles is only 3%. These figure may be wrong, but I do know there is a large fraud being committed on all of us bu these eco-wackos that the automobile is a massive polluter and that it causes gobal warming. We get to pay for all this rhetoric, which causes us all to have to deal with baseless and expenesive modifications....
