If I understand it correctly, the TRT was founded and obligated by a MOU... that MOU ran out and they now operate at the discretion/pleasure of the ECFO manager. Correct?

What are the + and - of the TRT operating off of a MOU?

Is it prefered to operating at the whim of the ECFO manager?

That's pretty much correct as I recall. The previous ECFO (El Centro Field Office) Manager found out he was going to be promoted about the same time that the MOU expired. It was he that made the determination (I'm sure with input from his superiors) that the TRT should continue and made it at the descretion or pleasure of the field manager.

The only plus I can think of would be that the existance of the TRT and its mission would be secured by a written document. However, even now because of the support, endorsement, and confidence that the Desert District and CA State BLM directors have for the ISDRA TRT and TRT's in general, I believe the existance of them is just as secure without an MOU.

Can't think of a negative right now.

While the ECFO manager is a major stakeholder of the TRT and is ultimately responsible for its operation, for the reasons I mentioned above, I don't feel the TRT actually operates on just the whim of the ECFO manager. It goes much higher than that.

Jerry Seaver, TRT Chairman, put together a very informative "History of the ISDRA TRT" document. I thought I had uploaded it to the document section of www.isdratrt.org but its not there. I will put it on my list of things to do.
