New Fees at ISDRA Gives “Upstanding” Off-Roaders “Peace of Mind” . Dateline: Glamis, California By Homer Flatbush
The Bureau Of Land Management (BLM) just released their Business Plan for the Imperial Sand Dunes Recreational Area (ISDRA) otherwise known as Glamis, to a mixture of cheers and jeers. The new plan, which calls for a fee increase from $30 per year for the use of the Glamis Sand Dunes, up to over $200 per year for each vehicle that enters the area. Dune enthusiasts are excited about the new fees.
I spoke with Joe Sanduner who was just coming back from a ride in the Glamis Sand Dunes in his $85,000 custom built dune buggy. We sat down under the awning of his $125,000 motor home and discussed the new fees. “Joe, I understand that you are excited about the new fees. Can you tell me why?” “Well Homer, I gotta say that the new fees will make it much more comfortable for me and my family to enjoy the dunes. The new, higher fees will chase all those riff-raff away. You know, those guys who don’t have any money.” “Joe, are you saying that it’s the people with no money who are causing all the problems at Glamis?” “You bet, Homer. Those guys have nothing to loose. They haven’t invested hundreds of thousands of dollars in their camping and riding gear. What right do they have to come out here and harass my family and me? I need lots of protection. If I make one more claim on my insurance I might have to start washing my own truck!” he laughed. “The BLM had to raise the price in order to pay for all those security guards that we need.”
Joe wasn’t the only one happy about the new fee increase. I spoke with a BLM Ranger who didn’t want to be identified. He told me how the new fee increase was going to help in two ways. “First, we’ll raise much more money so we’ll be able to put a whole bunch of cops out here to protect those $100,000 motor homes and second, the fee is high enough that most riff-raff will stay away. By riff-raff I mean those guys who may just have $500 or $1000 invested in some crappy rail. They usually feel like they have nothing to loose and are our main problem makers. By charging the high fee, these users won’t be able to afford to come out here. They’ll either stay away or we’ll get them when they try to get by without paying. Wait till they see THOSE fines! Wow!”
I was able to find some duners who weren’t happy with the new fee increase. They really didn’t want to talk to me but I pulled a 6-pack out of my cooler and they stuck around and talked a bit. “I don’t know what I am gonna do, Homer. There is no way I can afford these new fees. I thought public land was for everyone, isn’t it?” I didn’t know what to say to him.
The new BLM fees will take effect at the beginning of the new Season. Look for a kinder, happier Glamis this year. |

Who is this guy? Actually, who are all of them, the duner, the ranger, and the reporter?
First, to the duner…
As for myself, and several others, who I am sure would be more than happy to step forward, who do you think you are? Quote, your words…“Well Homer, I gotta say that the new fees will make it much more comfortable for me and my family to enjoy the dunes. The new, higher fees will chase all those riff-raff away. You know, those guys who don’t have any money.”
I have no money, does that make me riff-raff? I camp in a tent, I ride an old bike and I do my share of support that I can. I have attended meetings, regarding the RAMP, I go to clean-ups, hell, I have participated in our own clean-ups. I pay the fees, and don’t cause any problems, if anything, I, in the actions I make, support the BLM in the fact that I do not cause any problems and if anything, encourage others to do the same. You have no right to make the claims you presented above. But, you are not anywhere near as bad as this ranger…
To the Ranger,
I can see why you choose to remain unidentified, your claims are absolutely absurd! The ranger states…
Wow!”
You have got to be kidding… I was in Glamis last weekend for a night ride and witnessed first hand exactly what you are talking about…So, I in fact know you are not kidding. Our immediate group consisted of one toy hauler, with one sand rail, and 2 quads. We had over the course of the weekend a dozen plus trucks, with nothing more than a open trailer and a couple quads each, join us for one night ride. No need to start pitching tents and so forth, too hot during the day anyways. So we do our duning at night. Anyways, why I bring this to notice, is for the simple reason, the rangers did indeed come over and actually harass us in a sense. Literally made us feel as if we were that riff-raff so noted. They did not even look at the rail or quads with the toy hauler, but did indeed go through every one of our friends with nothing more than a fine toothed comb. Threatening to impound bikes andor quads for no current sticker displayed. Yes, we did have a couple quads with no flags on them and one without current tag on it. But yes, it was currently registered, but remained at camp anyways. Flags were quickly put on and the rangers claimed to be giving us a break and not impounding these vehicles. My quad, did not have a flag on it, but was parked with the toy hauler, so therefore ignored. Yes, I did have a flag though, and did use it.
To further show this ranger’s comment’s are true, there was another toy hauler parked 50 yards away, with a 60,000 dollar rail parked in front of it. No VIN, no registration, etc. etc. The car was brand new. They were ignored. I found out later once this camp as Joe Duner above states are the good guys, proceeded to turn into the riff-raff, running across the flats in front of pad one bare naked, the rangers finally decided to look into it. They did, he put his clothes back on, but were never threatened with vehicles being impounded, and were in fact allowed to continue duning.
As for you, Mr. Homer Flatbush, please before writing such articles that you yourself have no idea about, get more thoughts, maybe even become a duner yourself, and learn the truth, rather than trusting one mans word. One man as in one duner, who, obviously doesn’t know that the majority of true duners are not rich, and cannot afford these higher prices and 60,000 dollar cars; and one man as in a BLM ranger, who, I am willing to bet is not a duner himself, so obviously is going to give you a very biased opinion, and one reporter, who still has no clue as to what is actually going on in the ISDRA and the Glamis Sand Dunes.

I'm pretty sure that VOR wrote that all as a very sarcastic look at how ludicrous the whole thing is.
The fact that I've never seen you sign your full name to a post before just makes it all that much better... LOL!
I gotta say, I agree 150% with both of you!

I read that over on Deepsand and also thought it was sarcasm. There has since been a few replies to the original that might clear things up.

The Phil Henry show is stupid funny..
He's a talk show host who picks topics that really get people angry.
He creates these tapings (him doing the recording) and has phone calls with himself.
Phil Henry is interviewing a Priest that thinks its OK to touch little boys. The priest is Phil henry and he has this funny conversation. The priest will attempt to explain the impossibility.. Mean while callers who are not aware of the "joke" or "sarcasim" call in and start fights and go to town on this "Caller".
Its on am 640 or 600 I think in the afternoons. It really is funny.. The topics are typically related to current events and go against the grain of society.

THESE FEE'S ARE JUST ANOTHER TAX WITHOUT CAUSE!
WE NEED TO HAVE A SAND DUNERS VERSION OF THE OLD BOSTON'S TEA PARTY KIND. THIS TIME WE'LL CALL IT THE DUNERS FEE PARTY!!
ITS OUR LAND AND WE HAVE ALL READY PAID FOR IT ONCE. AND I DON'T THINK HAVING FEE'S IS DOING ANYTHING BUT PUTTING MONEY IN THE WRONG PEOPLE'S POCKET.
LET'S TAKE BACK WHAT IS OUR'S IN THE first PLACE IF 100,000 PEOPLE SHOWED UP TO USE THE DUNES AND SAID NO TO THE FEE'S
DO YOU THINK THEY HAVE THE MAN POWER OR FACILITIES TO HOLD OR STOP US FROM USING OUR LAND.[b]

I'd be interested to know what fee increases have been established at other BLM run sites around the country. Is this an overall fee increase or are we Glamis people being discriminated against for being "trouble makers"? What the BLM doesn't understand is that we who pay for our passes each year are not the trouble makers. It's the punks who show up and cause problems at the bottom of Comp and Olds on the weekends without paying their camping fees. They sit around, cause fights, and dump their trash all over the place. Once again those of us that comply have to pay for the ones who don't follow the rules. We clean up after these slobs and now we're going to be paying 600% more because of these a-holes.
Does the BLM look after Superstition and Ocotillo??? If no, would anybody consider moving their prime riding spots to those locations?

Fees are being imposed at many public camping and vacationing areas. They're going to start a "fee demonstration" at several of the OHV open areas in the high desert. Don't they know people will just ride outside of the open areas if they charge?
What we are seeing is further evidence of the degradation of American economy by the rich Republicans in congress. They think nothing of returning $trillions in taxes to the rich and running our country on the biggest deficit in order to fund illegal wars of conquest that will add more profits to the oil companies.
Meantime, they refuse to use our taxes to fund the simplest maintenance and security postions at our National Parks and other public recreation areas.
We should be up in arms at the Gov't for imposing these "user fees". Vote the Republican bast*ards out of office at every opportunity.

At the top of the list of those claiming the Fee Demo Program a success is Vice President Al Gore. On March 11, 1999, Ronald E. Stewart introduced Gore’s new budget plan to Congress and testified that “Since its inception in 1996, the Recreational Fee Demonstration Program has proven quite successful and is being used as a model for other initiatives to generate additional revenue for conservation purposes. … Based on our findings under the pilot, we are proposing permanent recreation fee authority language.”This move by Gore comes on the heels of congressional legislation that would halt the Fee Demo Program in its tracks. Apparently Gore has been so busy inventing the internet and re-inventing government that he has not heard what the public has been saying about the program.
When it comes down to the bottom line, the Fee Demo Program has not really been successful in raising much money. In 1997, the first year of the program, the total revenue from fee demo sites for all four affected agencies was $124 million. What goes unsaid is that in the previous year the same agencies at the same sites collected $93 million. On top of this, the high cost of collecting the fees is seldom considered by its proponents.
Supporters of the Fee Demo Program also contend that the public’s continued use of public lands in the wake of the program shows its acceptance and willingness to pay for the use of such lands. That is as laughable as saying that when people continue to purchase gasoline even after gas prices go up, they are indicating their support of the higher prices.
