11.x on an air cooled turbo motor sounds correct. You don't want to run much into the 12s even on a modern water cooled motor with better mixture/quench/cooling.

Depends on the starter you had. I had issues with an under-wired circuit feeding the starter relay eating the starter relay. Ended up swapping to a relay to feed the relay and issues were solved.

A capacitor start motor is designed to use the capacitor to fill the inrush current until the motor achieves full speed. Running it with a VFD will cause that capacitor to overheat.
