California Assembly Bill 1613 - ADULT OHV Operator Permit

The timelines:

* Develop an off-highway vehicle safety and stewardship course on or before June 30, 2027
* Implement the California Off-Highway Vehicle Safety and Stewardship Course on or before January 1, 2029
* On and after January 1, 2029, the bill would prohibit an operator of an off-highway vehicle who is 16 years of age or older from operating an off-highway vehicle unless they have an operator card or proof of completion of an approved reciprocal program in their possession, except as specified. The bill would also prohibit a child 15 years of age or younger from operating an off-highway vehicle without the supervision of a parent or other supervising adult who is in possession of an operator card or proof of completion of an approved reciprocal program.

The biggest change in the current "Youth ATV Safety" program for kids, is that it extended to all OHV and Adults.
 
Will it be free? Will it be an online course we pretend to watch (Camp fire permit)?

It will be a reason to be pulled over and checked out by LEO/BLM for no other reason.... correct me if I'm wrong?

My understanding is the language states it is NOT a reason for engaging contact, only a question that can be asked after another engageable offense.
 
AZ already has it. I just hope the rental peeps also have to do the test. The Boating exam excludes renters, which is lame.

This was coming for a while. That being said, my understanding is it will not pass this year as written.

There will be another round, and the OHV community will be able to weigh in on it more.

I'm on the fence with this one. Considering any idiot can sign/drive a 240hp vehicle that can eat most mistakes they make, we're going to see more and more crashes out there. Single vehicle crashes running out of talent? Sure... Sucks to suck.

But no one wants to venture out on 2 wheels anymore. Too many idiots. Too many close calls. Too few consequences for the idiots.

Last New Years trip we were camped next to the Wash 6 kiddy track. I pulled 6 vehicles out of that hole. Some guys seemed okay and genuinely learned from it, offered to pay for help (never accepted, pay it forward), etc. The majority though.... Lots of beer cans falling out. Children crying. Trying to get out of there before the Rangers showed up. No thanks, nothing. I'm always going to help, but fawk, it's getting harder to do it with some of these people becoming more common.

UT and AZ already have this. I'm surprised that it took CA this long, especially given the OHV program. Only thing we can do is shape the training to be actually useful.

Yep, just had to do this to get my AZ off road visitor permit sticker. $30 for the year, plus you’re forced to have insurance on your off road vehicle or be ticketed.

Years ago I remember a person/company doing ATV youth safety classes in Glamis when they enacted the law. We took all the kids in our group to the class.

We did this for our camp in Glamis, had about 14 kids in Wash 10 - was an awesome weekend. I forget the year, but we hosted a group here from GD. I forget the ladys name, she was a sweet older lady that cracked the whip....we all sat, drank beers and watched 🍻

Not exactly. We just have to watch a (free) OHV video before we can renew our OHV registration. There isn’t anything to carry with us and it’s not specific to the operator.

I taught these classes at glamis way back and other high use OHV areas. Payday only lasted 1 summer and dried up.

One yout class at Glamis use to pay for my fuel for the trip.
 
Oregon has had this for years. Online training quiz and you get a life time card under 16 has to do the online and hands on training with in 180 days of online training. I’ve had my card since the late 90’s, really in my opinion it’s a joke hopefully they make it worthwhile if it’s going to happen or just scrap the idea. The rental places up here show a video and do the hands on training but it sure doesn’t fix stupid. At one time if you bought from a dealer you had to watch a video and sign off that you had received safety training for the ATV you were buying but we haven’t had to do that in a long time and we have gone through a ton of toys through the years. Good luck with stupid people trying to protect ya from being taken out by stupid people.

We did it with our kids as well, Vicki Warren organized it thru her Org D.U.N.E.R.S

Normally, a "Lobbyist" will suggest a new law/regulation, and donate funds for a
re-election fund, expecting some revenue in the future.
The law/regulation is then proposed. It may or may not pass,
and if not, prime the pump with more donations. This scam is nationwide.
Yes, city, county, state, and federal. All work the same way.
It's really not a secret.
