I talked to my son about this. He said that when AirTags first came out. Boyfriends were putting them in the purses of their girlfriends and stalking them. So AirTags had a stalking issue. They changed that so that if an unauthorized AirTag was following you it would send the phone it was following an alert. I have to assume if this keeps tracking to the same phone it would shut off ( just assuming here ). He said under normal use an AirTag can bounce of many devices anonymously never notifying the host and no one would ever know their phone was tagged. It’s when it stays with a specific phone for awhile is when it notifies
