That is the off the street pay (look under "Overview" in the announcement. The job tops out at GS-12. OT (bout 25%) is not included in that. This is the chart for Phoenix. I'm pretty sure that all of those places have a higher Locality-Pay....SFR definitely does.
Wiki has a page on how the GS pay system works.....in this case: 5, 7, 9, 11, 12 are the annual "step" progressions.

Not necessarily true....It is announced as a 5, 7 (need a degree or 1 year experience), 11 (1 yr exp on the GS9 level), 12 (more of the same).
