ICSAC and Glamis Veterans Announce Joint Initiative in Response to Executive Order 14313

The Co‑Founders of the ISDRA Common Sense Access Coalition (ICSAC), together with the Board of Directors of Glamis Veterans, proudly announce a joint initiative highlighted by the submission of a unified response to President Donald J. Trump’s Executive Order 14313, which advances increased access to public lands and eliminates bureaucratic delays, as well as Executive Order 14303, which restores Gold Standard Science.

This collaboration formally brings Glamis Veterans into support of the ICSAC mission, amplifying the effort with the collective voice of more than 20,000 sand sport enthusiasts and the strong patriotic backing of the Glamis Veterans community. Together, the organizations are committed to advocating for responsible access to public lands, honoring military history, and promoting stewardship of the Imperial Sand Dunes.

As part of this joint vision, ICSAC and Glamis Veterans share the goal of celebrating the reopening of the Patton Valley Corridor (PVC) (exact date TBD) in conjunction with the Glamis Veterans Flag Ceremony in November, 2026. This event is intended to align with and contribute to the national observance of the 250th anniversary of the United States of America, honoring both the nation’s founding and the service of its veterans.

This partnership reflects a unified commitment to preserving access to public lands, honoring America’s military legacy, and ensuring these historic areas remain available for future generations.

This is awesome, pretty much Gordon's was ruined for a lot of riders in 2013 (can't believe it has been that long). For us that ride infrequently down in that area, it is almost impossible to stay out of the closures when duning.

Love to see Vince's name back in the mix, founding member of ASA I believe?

Question, what is going on with the ASA, is this a new organization ICSAC? I have never heard of them.

Yes, Vince was a founding member and still a current BoD member. Bob was a past BoD Chairman and I served as his Vice Chair for a hitch, he's on the BoD Advisory group.

ASA itself has a different position and is not pushing to delist the PMV.

ICSAC is a new organization founded by Bob and Vince to do just that. We joined in immediately. Formal letter/request went to Secretary Burgum yesterday and calls with DOI, FWS, BLM, etc. ongoing.

The last 11 years of PMV monitoring are all available on the ICSAC website and the data is pretty clear. It's time to reopen the >9k acres south of the 78 that remain closed.

This is awesome to hear, as you know I was super involved in those early years with ASA, even participating and driving Scientist in the dunes to do plant counts. I had no idea anyone was doing any monitoring.

Oh yea, and the damaged plants from hiking boots doing the monitoring is exponentially higher than damaged plants from OHV. Science.

Across 11 years of official Bureau of Land Management monitoring reports (2014–2024), the scientific data consistently confirms that the survival and abundance of Peirson’s milk-vetch (PMV) are governed by seasonal rainfall, while direct physical impacts from off-highway vehicles (OHV) are statistically negligible or non-existent.


Synopsis of Combined Monitoring Results - 2014 - 2024​

  • Dominance of Precipitation: The single greatest driver of PMV health is October–December rainfall. In years with precipitation below the 1.82-inch threshold, plant counts fell significantly below the 2005 baseline regardless of recreational activity (2014-2015 PMV monitoring report; 2016 PMV Monitoring Report).
  • Negligible Physical Damage: Throughout the 11-year study period, researchers repeatedly documented that direct biological impacts—such as plants being crushed or killed by OHV activity—were statistically negligible, often reaching 0% in studied areas (2014-2015 PMV monitoring report; 2017 PMV Monitoring Report; 2019 Monitoring Report).
  • Soil and Habitat Risks:
    • Natural Adaptation: PMV is evolutionarily adapted to a highly mobile dune system. Monitoring indicates that the shifting of sand is a necessary part of its life cycle and that OHV activity at current levels does not interfere with the natural geomorphic processes required for seed germination (2018 Monitoring Report).
    • Administrative vs. Biological Risk: Reports frequently identify "administrative risk" (OHV tracks observed within closed critical habitat boundaries) but clarify that these occurrences rarely result in measurable biological harm to the plants themselves (2016 PMV Monitoring Report; 2018 Monitoring Report).
  • Technological Confirmation: Recent monitoring from 2020–2024, utilizing high-resolution drones and machine learning, has reinforced previous ground-based findings with over 93% accuracy, confirming that the species flourishes in wet years and declines in dry ones independent of OHV use.
