Many years ago I came home to my parents having a friendly argument about this. I told them they'd been married too long and went and watched Tv. In retrospect I should've asked which one thought A was the correct way so that I'd know who the psychopath was.

This deserves punishment. I suggest mounting something like this:

Close under the roll so when it's installed improperly, the TP falls into the tray and the roll must be removed or re-rolled on every tear-off to remedy. Pain is the only way people will learn.
 
Don't care, couldn't tell you which way it's on there right now even. I just put the roll on the thing and wipe my ass. That is about as long as I think about it.
