Huh, not too sure. Never heard of that. I’ve  never had a CEL with a cps issue. Infact my ‘97 NEVER threw a code ever. even with fuel pump failure. Glad it was something simple.

I would start thinking idm or hpop failure. Is your ebp valve in closed position by chance? The pcm takes input from ebp, ipr, icp, and cps sensors on startup, as well as fuel bowl heater for some reason (check that fuse #22 not blown) Low voltage on any one sensor and injectors wont fire. Truck needs oil pressure and fuel pressure to run. Did you check for 60psi cranking fuel pressure? Just because there is fuel in the bowl doesnt mean there is enough psi to fire

Will be interesting to see who gets appointed.  Kind of a short time period as her term was up next year and whoever it is will be leaving their current job with no guarantee they will still be employed in January 2025. 

Also, it's interesting is that Newsom has appointed the last 2 CA senators although Padilla did win the last election for a full term. 

Its california, anyone appointed will have the job for the rest of their lives as long as there is a D next to their name.
